SQLite Data Provider Database Interpretation Issue

Valid for Sitecore 5.3

When ASP.NET culture and ASP.NET UI Culture differs from en-US SQLite Data Provider gives a wrong interpretation of Core database and Sitecore Client is displaying wrong.

Workaround is following

Set web.config coding to UTF-8
In IIS select your site/properties
Go to ASP.NET tab sheet
click Edit Configuration Button
Go to Application tab sheet
Set culture to en-US
Set UI culture to en-US
